High Blood Pressure (internally referred as Crisis Point) is a cut DSF City Mission fom the February 17th 2011 build of the Xbox 360 version. It's set in Chapter 7 and involves Tanner saving various patients across the city by taking control of ambulances and completing sets of tasks. Most of the characters are unknown to us, ranging from inconsequential paramedics (Ken and George, unnamed female paramedic) to the faceless victims they are transporting, with exception of the last sequence. It features "Igloo", the witness protection agent from Chapter 3 City Mission "Paranoia", with the witness likely being a victim of the goons that chase the ambulance down.
The mission was in very poor state when attempted to be loaded on PC, and it wasn't even set to come up in the pre-release build itself either, suggesting it was still not only WIP at the time, but possibly already cut. This is when I set out to a) restore as much of it as able by bringing back code now missing from the final build, or b) adding elements that seemed to support the mission criteria. For instance, a checkpoint that was missing from the accident site, making the escort task soft lock. And boy were there many soft locks. It features no spoken dialogue or music, with the exception of the preview video still being in the final game and working as intended.
Besides making it functional, fixing bugs and polishing it slightly to fit the look of final game better, I tried to make as little disruption to the core design philosophy of the mission as possible, so it may appear unbalanced due to its unfinished nature. It's still a fascinating look into what we've been missing out on, and introduces questions about what else we might be unaware of.
I may revisit this later (bug fixes, minor improvements) and enhance it for Felony Rework, but for now, this restored version I'm going to provide standalone, for anybody who wants to play through and experience it for themself.

Re-uploading a shorter version of a video from 2014, original had an extended bonus bit with Jimi Hendrixs Crosstown Traffic which caused it to be blocked worldwide, so here it is now, available for rewatching. Clip montage of various clips from GTA IV online that I didnt know where else to put, so they ended on this video.
