Remember these kind of intermissions? These often were on the season 4 US VHS/DVDs (Except for Rusty to the Rescue and Thomas & The Special Letter). The character who appeared last in these intermissions was often the lead character for the following story. For instance, Peter Sam is the last character in this intermission. So he would probably be the lead character for the next story.
Funny thing is, Thomas never was the first character to appear in these kind of intermissions. This is a fan-made order BTW.
