/scoreboard objectives add GameruleName dummy

/scoreboard players set @e[name=GameruleName] GameruleName 0
Run in a clock:
/execute @e[name=GameruleName] ~ ~ ~ /gamerule GameruleName
/execute @e[score_GameruleName_min=1] ~ ~ ~ Command that will happen if you set a gamerule to true
