During the Covid-19 pandemic many restrictions were put in place that disrupted business across the globe. One of the most disrupted industries was cruising. While on a whale watching excursion of the coast of San Diego, we witnessed three cruise ships that were anchored without any paying customers on board. The US Center for Disease Control (CDC) issued a no sail order to the cruise industry in which they prohibited cruising to US ports, and then many months later the CDC replaced the order with a more lenient Conditional Sail Order. This video was filmed during a time in which cruise lines were starting to try to carefully ramp back up again and many ships were still not in service again yet.
