Just over a week after the U.S. Consulate in downtown Toronto was targeted by gunfire for the second time this year, Toronto police Chief Myron Demkiw says the two suspects arrested were 'offered payment' to carry out the shooting. CBC's Thomas Daigle breaks down what we know so far.
