Although the Holy Spirit was moving upon the face of the waters, nothing was happening. God was God; the Holy Spirit was the Holy Spirit. Yet, nothing happened until God released the Word. For God to repair the earth, or start His restoration of this earth, He spoke to it. He used words to create the universe.
