Investigation Narrative
On June 12th, 2022 at 0708hrs Officer Reuter was dispatched and responded to the Hapeville Coin Laundry at 761 North Central Avenue, Hapeville GA 30354 in Fulton County in reference to a criminal trespass.
Upon arrival, Officer Reuter met with the complainant who works for the coin laundry. He stated that the subject he called about keeps locking himself in the bathroom and refusing to leave after being asked.
The complainant pointed out a black male wearing a long white tee shirt that began walking out of the coin laundry when he saw Officer Reuter walk up. Officer Reuter stopped the subject and attempted to interview him.

The subject continuously shook his head and did not answer questions. Reuter asked him for identification and he shook his head again. While the subject was looking at Officer Reuter, Officer Rowe asked him if he was deaf and he heard him, turned his head towards Officer Rowe and shook his head yes.
Officer Reuter conducted a pat down of the subject and observed a clear plastic container with a white lid with an obvious green leafy substance inside of it that was observed while standing close to the subject.
Officers placed the subject in double locked handcuffs, locked to the rear for possession of marijuana and searched the subject. The container was removed and appeared to be marijuana. A Springfield Hellcat 9mm with serial #BY495176 handgun was also found tucked in the subjects pants on the front right side.
After several attempts to communicate with the subject, he finally identified himself as Irwin Logan. Logan continued to shake his head and would barely speak. He shook his head yes when asked if he lives in Incity Suites located at 845 N. Central Avenue but would not give a room number or answer any other questions.
A criminal history was run on Logan and it was confirmed that he is a convicted felon with a conviction date of 2/26/21 for Criminal Damage in the 2nd Degree.
Logan was notified that he was under arrest for Possession of a Firearm by a Convicted Felon 16-11-131 and Possession of Less than an Ounce of Marijuana 16-3-2(b).
Logan was transported to the Hapeville Police Department where he was fingerprinted. An arrest warrant was issued to Officer Reuter by Judge Wolf. Logan was issued copies of charges, and subsequently transported to the Fulton County Jail for housing.
Logan's property was secured in an evidence locker. Nothing further.
