Serving as the 11th hour ambush witness, allowed by Judge Thomas Ryan to testify after both sides had rested during my self defense trial, Gresham police firearms and use of force trainer Officer Ryan Rasmussen gives testimony about when it is and isn't reasonable for a police officer to use a gun.
He admits, under oath, that his department currently uses firearms against people whom the officers do not have the authority to use lethal force against. He goes on to say police officers are only justified in pointing their firearms at someone when they start pulling the trigger.

Rasmussen's testimony inadvertently puts police officers' lives in danger, cities and counties at risk for more lawsuits, and, ultimately, more black people at risk of being shot by police officers on the street who know that once they've drawn they've committing to pulling the trigger.
