Stand just under the line on the ground that goes diagonally up right. I line this up by spinning over it then ground pounding (this gives you a better camera angle to see the visual cue). Afterwards just hold straight right and longjump, then spin when u clip into the 2D section to avoid falling past the moving platform (this happens if u try landing on it before fully entering the 2D state)
