What started as a quiet night turned into a strange Cadillac CTS pursuit with spike strips and a Pit maneuver. ---- On November 10, 2024, at approximately 2:59 a.m., Florida Highway Patrol Trooper William Kistler assisted the Pasco County Sheriff's Office in a vehicle pursuit on US Highway 19 near Floramar Terrace in Pasco County, Florida. The suspect vehicle, a gold Cadillac CTS sedan, was traveling northbound at the time, pursued by marked Pasco Sheriff's Office Chevrolet Tahoe cruisers with emergency lights and sirens activated.

PURSUIT DETAILS:
The Cadillac's driver failed to stop despite multiple law enforcement attempts.
A Pasco County deputy successfully spiked the vehicle’s tires during the chase.
Trooper Kistler positioned his agency vehicle, a Dodge Charger, behind the Cadillac, which slowed down near the intersection of US Highway 19 and County Road 524 (Ridge Road).
To end the pursuit, Trooper Kistler employed a low-speed Pursuit Immobilization Technique (PIT).
Arrest:
The driver, identified as 69-year-old Thomas Patrick Kennedy, was arrested and charged with felony fleeing/eluding police.
When questioned, Kennedy stated he thought the pursuing vehicles were "an ambulance."
After being taken into custody, Kennedy was transported to Morton Plant Northbay Hospital for medical clearance before being booked at the Pasco County Detention Facility.
Case Status:
Kennedy was charged with violating Florida Statute 316.1935(1), related to failing to obey a law enforcement officer's order to stop.
The bond was set at $0, with the case proceeding in Pasco County Court in New Port Richey, Florida.
