This video shows you a few ways to compare signal strengths to test if they are the same, or in the case of two signals to also know which is the higher. I also show a 1-wide tileable design, that allows you to compare any number of input signals to see if they are the same.
It was made in Bedrock Edition but will work the same in Java and Bedrock.
