Commodore 1541 disk drive repair (S/N HB4082635). Shorted +5V supply rail by a small electrolytic capacitor.
When I sound a bit puzzled about the voltage readings at the beginning of the video, the actual voltages were each 3V less than the read values because I had plugged the black lead in the wrong multimeter post ;) I just forgot to record again that part...
So 20V was actually a bit more than 20V, 10V was ok and the shorted 5V was a bit less than 1V as the LM7805 was going into current limiting.
