So according to this timing (which isn't perfect), you can skip the ultra boots (and doing clippy), to save around 25 seconds. I want to say it's closer to 20 seconds though because I could have skipped an electro dash on final with the ultra boots run because of good rng. The big issues with this though are doing the hard basement skip without ultra boots, and it also adds a lot of rng to the ending, most notably jr troopa, hallway, and final. If you don't get really lucky on those, you will likely lose the run.
