For the second year in a row, the COP28 draft text failed to mention a phaseout of fossil fuels, which left many attendees and climate advocates disappointed and angry. The draft instead included options such as 'reducing both consumption and production of fossil fuels, in a just, orderly and equitable manner so as to achieve net zero by, before, or around 2050.'

COP28 attendee Manuel Rettner told Reuters, 'I want to see stronger language, especially regarding fossil fuel phaseout, regarding human rights, regarding the finance and the funding of everything. So, the new draft, I think it isn't a real resolution.'
