August 12th - update on location. The best and strongest arguments I have seen says this is South Memorial park and not at 2nd Beach

It is at Second Beach in Stanley Park
The cars were donated Deeley Motors
Volunteers for the BC Custom Car Club volunteered their time. He himself was a volunteer at Second Beach

From Faebook I found out these were Austin J40 pedal cars

I loved this sort of thing as a kid but by the early 70s they were fading away so I had few chances to try them. Driving little cars like this was one the highlights of my trip to Legoland in 1975 when I was 9.
