This siren sounded in attack, as well as all the other 8 2001's. This particular siren I believe has a broken rotator. This malfunction has been reported to the Franklin, TN EMA.

UPDATE: The rotator problem was promptly reported to the Franklin Fire Department and was serviced and repaired immediately. This siren is now working properly.
