This 30 second spot from 2001 features an animation made from cutouts, a car driving from left to right. It is very stylized and there is no animation of the cutouts, only the cutouts themselves move. Even an outline of the plastic the car is drawn on is visible.
At the end, the camera backs out and we see the animation is supposed to be one of those little scenes in a pen where objects slide from end to end when you tilt the pen.
I like this commercial a lot, and the music too. Chili's didn't stick with anything like this, I don't recall any non-live action commercials from them in this time period or since.
