Not sure how the chief can work within the framework of the Constitution when he doesn't know the First Amendment and will make no good faith effort with one of the people! I left Apopka absolutely disgusted by Chief Michael McKinley!
Michael L. McKinley (Mike) joined the Apopka Police Department on Aug. 31, 2016, bringing over three decades of law enforcement experience to a city he is proud to call home.
Mike is a lifelong resident of Orange County. He attended the University of Central Florida, where he obtained a Bachelor of Science Degree in Criminal Justice. After graduating from the University of Central Florida, Mike joined the Orange County Sheriffâs Office.
In his thirty-one plus years with the Orange County Sheriffâs Office, Mike worked his way up through the ranks to eventually become Chief Deputy. During his tenure with the Orange County Sheriffâs Office he served in the Uniform Patrol Division, Special Investigations Division, Criminal Investigations Division, and the Human Resources Division as the Labor Relations Manager. He was also instrumental in helping develop a data integration program that links disparate law enforcement records management systems and enables law enforcement agencies to share information related to pawned property, persons of interest, and suspect vehicle information.
As Chief Deputy, Mike commanded the Administrative Services Bureau where he managed the day to day operations of the Human Resources, Court Services/Communications, and Support Services Divisions as well as Media Relations and Technical Projects. Prior to becoming Apopka Police Chief, he was responsible for the day to day management of the Sheriffâs Officeâs Operational Services Bureau, which is comprised of the Uniform Patrol Division, Special Operations Division, Criminal Investigations Division and the High Risk Incident Command.
In 2002, Mike earned his Masterâs Degree in Criminal Justice from the University of Central Florida. He is a graduate of the 254th Session of the FBI National Academy, as well as the University of Louisvilleâs Southern Police Institute Command Officer Development Course.
1st Amendment to the Constitution
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

The right to petition government for redress of grievances is the right to make a complaint to, or seek the assistance of, one's government, without fear of punishment or reprisals.
Chapter 112, Part III of the Florida Statutes, "Code of Ethics for Public Officers, and Employees." Which states in part in : 112.311 (3) "It is likewise essential that the people be free to seek redress of their grievances and express their opinions to all government officials on current issues and past or pending legislative and executive actions at every level of government. In order to preserve and maintain the integrity of the governmental process, it is necessary that the identity, expenditures, and activities of those persons who regularly engage in efforts to persuade public officials to take specific actions, either by direct communication with such officials or by solicitation of others to engage in such efforts, be regularly disclosed to the people."
