In this example, I charge the neutral dome by INduction. The balloon becomes negative when I rub it on my hair, and when I move it near the neutral conducting dome, the negative charges in the dome are repelled by the balloon. By touching the dome, I am GROUNDING the dome (providing a pathway for charge to flow in/out). The electrons exit the dome to get away from the balloon, using my arm as a path to ground. When I remove my hand, the dome is left with fewer negative charges, making it net negative.

When I touch the dome again afterwards, Im "opening the door" to allow negative charges to flow back in, neutralizing the dome once again.
