Singapore's Education Minister Chan Chun Sing urged the public on Monday (Oct 14) to “have a care” when circulating school bullying videos, emphasising the importance of giving perpetrators a chance to rehabilitate.

“This is not to make excuses for those who have done wrong… True justice must blend punishment with rehabilitation,” he said.
