Turns out, Vision Corporation lied about having evacuated the rundown sector they planned to renovate and even hired troops to keep the residents from escaping. That way, the issue of dealing with relocating all the people and its associated costs wouldn't exist and Vision would appear more efficient to TOPS. With the true plot of the Vision Corporation laid bare, Phaethon and the Cunning Hares work together with the residents to help them escape through the Hollow before Vision detonates their on-site explosives. Meanwhile, Nekomata captures Director Perlman and attempts to use him to strike a deal with Vision.
