In Central Guam, municipal leaders, supporters and residents from our island’s middle villages made their way to voting precincts to participate in democracy. And over at PC Lujan Elementary School, the first Guamanian to cast his ballot was who else, but the vice mayor, Jessie Bautista, who embodies the spirit of Barrigada.
