Easier than I thought. But then again Railgun is quite powerful.
1. Just do not turtle entirely. You will get overwhelmed by his Overlords eventually.
2. Instead, steamroll with Combined Vehicles rush (Paladin, Railgun, Ambulance w/ Repair Crew and Avengers).
3. Be quick with the Steamroll; Migs & Overlords may overwhelm your base defenses.
