Tornadus can be captured as part of Incarnate Forces of Hisui request and can be found inside the Bonechill Wastelands, located in the Alabaster Icelands. Tornadus will only appear while a snowstorm is going. It can be a brutal fight so be prepared and keep throwing several times (around 3 times) your Pokemon until you get the chance to battle.
