Thundurus can be captured as part of Incarnate Forces of Hisui request and can be found on the ocean's surface between Sand's Reach and Lunker's Lair in the Cobalt Coastlands. Thundurus will only appear while a thunderstorm is going. It can be a brutal fight so be prepared and keep throwing several times (around 3 times) your Pokemon until you get the chance to battle.
