Here is a workaround on getting Carmageddon II to run on Windows 8 or 8.1. Same solution may apply to windows 7 and Vista x64.

1) Install the game from Cd.
2) Copy Carma 2 Fix Contents to Installation Dir
3) Install Nglide
4) Launch Carma2_HW.exe

NOTE: Don't Launch from the launcher or else u may not get any sound in game.
