If used for alchemy, he gives a bonus. As do Merchants. And animals. And the Craftian. And UMA units. And the Doctor. This appears to be his only ability. Not sure what the point of the Gnome is.
To unlock the three new jobs added to New Little King's Story, you need to get the rare items required for a Summoning Seal. Go to Samira, select it from the list, send off 10 high-level jobs with bonuses (temporarily out of action), wait for 3 real world hours, and hope for a success. If not, you have to get those rare items again and try another time. Once you have it, use it under "Tools", and the rare job will appear in the kingdom. However, they lack a job description to explain their powers.
