As has been discussed on several episodes of the podcast "Are We On The Air?", when the Canadian Home Shopping Club started up in 1987, the CRTC (Canada's version of the FCC) had a strict rule that the network could only broadcast still images, no live video. The effect was really odd. Here's some of the only known footage from the second year the channel was on the air. In 1995 the rule was lifted, and they started normal broadcasting.
