The California State Senate voted to advance Gov. Newsom's proposal that would give new power to the state's unelected energy commission to set new rules around fuels storage and refinery maintenance, despite pleas to reject it from labor groups, the industry and the governors of nearby states. The measure passed 23-9 with one Democrat rejecting plus seven Democrats and one Republican abstaining from the vote.
