The Baja HAARP transmitter was 100% occupied, breaking up Hurricane Norbert, so natural thunderstorms had the chance to form, and bring rain to southern California. If they had a few hours of HAARP transmitter time available, to focus on southern California, this rain would not have happened.
This is a small demonstration of how terrible these Haarp "ionospheric heaters" are for planet earth.
The people running these programs are the greatest criminals on Earth, and all resources must be brought to bear, to shut down these programs, arrest those in charge, put them on trial, and hopefully, execute them for crimes of genocide. We must ask the ICC to issue arrest warrants for these people. AND, an international police force, should be given cart blanche to use overwhelming military force to take over these facilities, and shut them down, in a safe manner.
