The STP have been using this stairwell as a toilet and Spittoon for over 7 years with no sign Tower Hamlets Homes will take any action against Gateway Housing Association for not contolling their residents by enforcing the terms of Gateway's covenant (contract) with those residents of theirs that are causing this Anti-social behaviour.
