The video was taken on October 12, 2017 on his 70th birthday.
Joel had spent over a year trying to get the officials in Centre County PA and State College ( home of Penn State ) to insist that a new restaurant must be accessible to no avail.
So he crawled in.

Under Pennsylvania Commonwealth law, the restaurant was required to be disability-friendly.
However, the restaurant owner was given a number of options for compliance.
The option he chose was to make the restaurant’s bathroom wheel chair accessible.
Since the proprietor had spent a sufficient sum on the bathroom, he was not required to make the front entrance accessible.
