This story was written by Mr. Stephen Vincent Benét, and originally published as "The Place of the Gods" in The Saturday Evening Post, 31 July, 1937, making it a bit of a cheat for this series because that is not really a pulp magazine. It was retitled to "By the Waters of Babylon" in reprintings and anthologies.
You may notice that 1937 is well before the development of the nuclear bomb, despite this story's obvious influence on fiction of the nuclear age. The story was actually inspired by the bombing of Guernica; a lot of people thought that aerial bombardment would be a much greater doomsday weapon than it ended up being.
