Turn on the TV in Rivet’s Hideout.

You can accomplish this in Sargasso – Outpost L51, the world where you first play as Rivet (the female Lombax). After defeating the Seekerpede boss at the end of this world, you can backtrack to Rivet's Hideout and interact with the TV.
