PA state Rep. Tim Briggs, majority chairman of the House Judiciary Committee, joined Lieutenant Governor Austin Davis and others at City Hall in Philadelphia to celebrate a new state program, that was introduced by Briggs as HB1511 and ultimately passed as part of the 2026-27 state budget agreement, to help local law enforcement agencies improve clearance rates for homicides and other violent crimes.
