Shout out goes to Myria the the dragon-tear forums (which sadly no longer exist) for finding this one out. I like when I come across stuff like this, so I wanted to make a quick video showcasing it!
Directions:
1. Go to New Game to get to the name entry screen. Be very careful with the next few steps - don't press anything I don't say, or the cheat will lock out.
2. On controller 2, press and hold A, Y, L, and R. Doing this with one hand really sucks.
3. On controller 1, while those buttons on controller 2 are being held, press the following very carefully in order: up 4 times, right 2 times, down 8 times, left 1 time.
4. If you did it correctly, the background will turn red. At this point, you can let go of controller 2. If the screen didn't turn red, you are locked out of the cheat. To reset the lockout, cancel the name entry screen and try again to reset the lockout.
5. Enter one of these as the name of your character and hit End. You can't make mistakes, or it'll lock you out; the screen will change back to normal if this happens. The names are case-sensitive.
(All Street Fighter names, huh? Very cute, Capcom. I haven't tried any others, but since these were found decompiling the ROM, I'll assume these are the only ones. I'll update the video if others are ever found.)

The screen color will turn back to normal as the config window comes up. Set your config how you like and start the game on the new file.

A few notes on this. Sometimes the game will softlock after you reset the console (requiring you to turn it off and back on) and I can't seem to figure out what causes it exactly.
The first 5 names take you to different parts of the game, loading you into areas you can't typically save at. All of them have the characters starting with 100,000 moneys, starting equipment equipped, an assortment of equipment to upgrade them with, a bunch of normal healing items, and all key items up until that point in the game. From my cursory glance, all of the save slots seem beatable, but you may be a bit under leveled.
DeeJ is probably the most important name on the list, since the game is confirmed 100% beatable from that point. Check out Jiseed on Twitch to see it done, and follow his notes at pastebin.com/2qFPyHwe to do it yourself! He was able to do it in under an hour, for the record.
Fei is the strangest, since it plays what sounds like the beginning of some music (A Powerful Emperor, heard during the opening and later in the game) before taking you back to the main title. After waiting a long time, the opening cinema starts. You cannot skip this and must watch it all the way through. During the scene where the Dark Dragons are flying away, I found that you can mash buttons and a speech window pops up/glitches over the other text giving you the first 2 lines in the game. I was actually able to move right at one point and it teleported me to a dungeon! I haven't figured out anything else and the forums this was found on are long gone, so until later, this is all the info I have. Screw around with it, maybe you can figure something out! If you really want to see the weird glitched text, send me a message and I'll do it.. it's just a loooooong time to wait for very little payoff, so I didn't want to pad the video more than I already did.
