UPDATE:
Moondrop and Van ext are 64 attack power, holy element and twin attack
all other weapons in this video are 64 attack power, fire element, single hit.

One last note. I forgot to mention how to get the herb 9.0 on all of the other characters. As you go through the game you can do it anytime and get it for people not in your active party. I found some connections to how the game is reading the items as a weapon - kwhazit.ucoz.net/trans/BoF2/item.html
towards the bottom of the page you will find flags for items (regardless if consumable or weapon/armor).
on Byte 12 if bit 5 is on then hit multiple targets. Bit 0 and 1 are for holy and fire.
byte 14 - (other items are always either x40 or x00) ho hex = 64 decimal so that might be where the 64 attack power comes from
byte 15 mentions autobow and twin attack
------ Bottom line. The game is reading the data for the item as a "weapon" so whatever field the game would look at for the weapons properties, its just reading that data from the item. Which for one reason or another they have different values. Like the van ext and moondrop hits all allies, which might be why they have twin attack - byte 12 bit 6 = target allies (this is what those items are doing) byte 15 - bit 6 = twin bow.
I'm not sure of the exact fields but the glitch makes more sense to me from seeing some connections to that webpage
