So, this one has an interesting story to it.
This is a small part from a minigame that itself is part of a bigger CD-ROM package. That CD-ROM only ever seeing a commercial release in Japan, under the name of Pac-Man no Desktop Daisakusen. It isn't a game, but supposedly a variety of programs with the Pac-Man characters integrated into the experience.
Pac-Athlon is the only portion of Desktop Daisakusen that is a playable video game. It's a minigame consisting of five athletic-ish events. I've done a gameplay video on it on my channel before here: youtube.com/watch?v=f9OEknE3sKk
This particular version of one event from the game was featured on Namco's Japanese website. Particularly for a page that was advertising the CD-ROM. It's kind of like a demo. The same event in the full package has a bigger resolution, but this version loops back around to the instructions screen if you clear it.
If you want to play this game, I highly recommend checking out BlueMaxima's Flashpoint. This is a preservation project for all games and animations made in Flash and obsolete Internet plugins, and you would be able to play them immediately and without Internet once they first boot on your computer. I've archived lots of games for it, myself, including this one.
