Brand new induction hot plate does not work. Fan comes on full blast and E3 is flashing. When off button is pressed, fan continues to run full blast until unplugged. The pan is cast iron with some water in it. The instruction booklet says E3 is a voltage error. The wall outlet tests at 120 volts, which is the voltage listed on the bottom of the hot plate.
