***UPDATED*** (6/4/13): They patched this method so it no longer works.
In order to do this trick you must find someone—or do splitscreen with one of your characters—that is currently on the side mission "You Are Cordially Invited: RSVP", on Trophy Vault Hunter Mode. You can also be the person that is on the mission if you want to power level a friend, or another character in split screen. Once you find someone that can level you, join their game and head to Tiny Tina in the Tundra Express.
Have someone stand directly in front of Tiny Tina and another person go East to find Flesh Stick. Kill Flesh Stick and then restart the quest after a second or so. If you restart it too fast after he dies it can bug out and stop him from spawning. If for some reason he does stop spawning simply travel out of the area and then back in to fix it.
You can easily hit level 30+ within 20 minutes time using this trick. The footage from 1:24 on is showing how fast you can go from 0 EXP in level 29, to level 30, which takes less than a minute.
