This build is BL98: 39/12/10/12/5/70 (would be a little more deadly @ 99 arcane, but I'd also be higher level...)
This setup is ideal if you have 50+ arcane... Lower than that and you're gonna want to use brainsucker gems with flat arc...
It's now easier than ever to gem this thing using save edited dungeons which are available to you after creating an FRC and a Sinister root chalice.
This setup is 'optimal' without farming Ebrietas a thousand times for another 24.8+15 arcane that's out-of-shape... (as I did on my 99 arcane BL 130... imgur.com/HohvFIW )... This is about as good as you'll realistically do (I tested about 10 variations of this weapon... (all 27.2s, all scaling gems, a mix of both, flat arcane, madman gems - arcane atk up 21%, add arcane 31.... etc... this was still better:
RADIAL: Arcane scaling +65, add arcane +15: (get this from Pthumerian Elder on layer 3 of: r5z792fv
RADIAL: Arcane 27.2% up (get this from Merciless Watchers on layer 2 of: r5z792fv
TRIANGLE: 24.8+15 arcane (get this from Ebrietas on layer 3 of yk23tm7k)
^^ The dungeons above are 'static' dungeons... which have been save edited by someone so that 'arcane primary' and 'arcane secondary' stats drop more often than they should...
