Note: I used a mod of CJC Note Counter Generator to allow more than 1 decimal place for the BPM.
Note: The decimal would entirely break and quit after (2^96 + 65)/100 notes due to an OverflowException so i used System.Numerics.BigInteger.

Note: There was a mistake setting 0 fps would continue the statement instead of a message that must be framerate from 1 to 240 in Visual Studio 2019 due to debugging issues.
