Yup, it's Black Mesa Source mounted on Half-Life 2 Overcharged.

The latest update of Overcharged include the support of the following npc of BMS:
npc_human_security
npc_human_scientist
npc_human_medic
npc_human_scientist_female
npc_human_scientist_eli
npc_human_scientist_kleiner
npc_human_grunt
npc_human_commander
npc_human_grenadier

They're are just a early recreation of the npcs of BMS in Overcharged for now.
