Bitcoin will always go and find the cheapest power generation, wherever that is because it doesn't matter where it's located.
It allows you to locate the consumer right next to the producer, because the thing that's being exported is just digital. The actual blocks that you're mining, that you're signing, you don't need to have transmission lines where you have lots of waste or huge amounts of wilderness that you're slicing these giant wires through.
You could put it on a remote island with a volcano on it and succeed out of there and make power that way. It doesn't matter.
