Right after the parade, you can fall off Columbia forever, and you have to reload a checkpoint (back after the baptism) to keep playing the game. Normally when you fall off of Columbia, you get respawned. I demonstrate this at the beginning of the video.
I'm not sure all of these steps are required, but since reproducing takes a long time, here are the steps I followed:
(1) Wait for the parade to finish.
(2) Run ahead and to the left.
(3) Go to the garden and pick up the Voxophone.
(4) Play the Voxophone.
(5) Run back along the railing
(6) Jump onto the flowers
You may not need to pick up the Voxophone, or run along the railing, or jump specifically onto the flowers, but no amount of jumping off will work unless you do some part of this.
