I wanted to do Billy Hargrove but again 'no liveaction' so he'll be played by Nine from Zankyou no Terror.

Background: Before the laws against Magi were put in place, Billy's father remarried to a Magi woman with a young daughter. However, once the laws were put in place it was very dangerous, and Billy's new step-mother was killed during a riot. Thus his step-sister Max was put in his care (though neither of them wanted this). Billy always had a prejudice against Magi and became a bounty hunter attempting to make money by selling Magi to the highest bidder. Max is highly against this but she has no other place to go so she is stuck by his side. Billy has a hard rivalry with Steve and is trying hard to get him into custody so he "won't cause anymore damage" but he has a hard time keeping him under his grasp.
