In a comment from another Baldur's Gate 3 video I made, someone had their Halsin questline bug out. I replicated the bug so that I could fix this for them. You have to take out Art Cullagh and then cast the spell Speak with Dead after being sure to disguise yourself with another spell. This will get information to progress the quest. If you can't talk to Halsin, be sure to fast travel back to Act 1 before returning to Act 2.
I was able to recruit Halsin after trying these alternate path fixes.
