After doing tons of research I found the BEST possible LED Video or Photography lighting for someone on a budget. It's the Viltrox L132T LED light for shooting videos and photos. This LED video light has a high CRI rating of 95!!!! It gets very bright and can powered by either power adapter or rechargeable battery.
