Concept idea was a ranged war wagon that could attack over friendly forces to enemies beyond, I thought that perhaps using balloons to set target limits using the grey markings as they're decently reliable on the wind/storm regions.
The locking of the rear wheels seems to assist actual movement over uneven ground as well as hill climbing. Note that I've placed a mechanical thing on the back tray though, it could have easily been a storage rack of surplus rockets.
