This is a brutal level to do very quickly. I tried both mario and luigi on this level and I can say for sure doing this level with luigi is harder. Mario's ability to long jump quickly from a standstill saves him a lot of headache if any mistakes are made or the cycles are slightly off. Luigi's larger long jumps also puts him at weirder spots on the planet, which means he has a stricter cycle to make.
For the crystal strat, make sure you don't do your long jumps too well or too poorly leading up to it or you'll clip the blocks from the green blocks to the yoshi and lose a bunch of speed. Also make sure to land closer to the edge of the crystals as this gives more leniency.
This flutter is difficult to get full sideways speed in because yoshi isn't facing directly left. He is actually facing slightly up left (despite hitting a notch). This is because the camera is slightly different in both areas. For this particular attempt, I actually got a pretty bad flutter. The spin came out very late and my flutter speed was only average.
The ending section I forgot how to do from my any% practice, but I figured it out again. It's just a bunch of long jumps directly to each silver star. Be careful near the 1-up because a bad angle can send you off the level. A lot of my attempts died at the very last part because of the strategy I was doing. A long jump into the silver star then backflip after is much safer time wise as you don't risk ledge grabbing the block and wasting time.
